Rescuing Insurance Platforms: Perr & Knight’s Digital Rebuild

Executive Summary

Client: Perr & Knight
Industry: Insurance Consulting and Regulatory Compliance
Engagement: Project Rescue, Platform Rebuild, SaaS Modernization
Country: United States

Project at a Glance

Perr & Knight’s core platforms, StateFilings, License Reporter, and Exactuary, faced challenges due to issues with architecture, system stability, and technical performance from a previous offshore vendor. These challenges impacted business operations, onboarding, and client trust.

VOLO deployed dedicated teams to stabilize, rebuild, and modernize the systems, creating a roadmap for SaaS scalability. As a result, the platforms were stabilized, clients gained self-service capabilities, and Perr & Knight established a more reliable and scalable tech foundation for future growth.

About the Client

Perr & Knight is a US-based leader in insurance consulting. The firm helps insurance carriers navigate complex regulatory requirements, licensing processes, and actuarial analysis across all US jurisdictions. Their digital platforms are at the heart of service delivery, supporting thousands of regulatory filings and internal operations.

Their flagship system, StateFilings, supports insurance clients in preparing and submitting compliance documents. License Reporter manages state-level license tracking. Exactuary automates actuarial data processing. At the time VOLO engaged, all three platforms were underperforming or on the verge of collapse.

The Challenge

As Perr & Knight grew, their operational complexity outpaced their systems. What once supported core actuarial and regulatory services began to strain under higher demand, rising client volumes, and expanding product lines. Routine updates that should have improved performance instead introduced new risks, and the underlying technology stack struggled to keep pace with modern expectations. The result was an environment where maintaining stability became increasingly difficult, and the company’s ability to innovate was held back by technical limitations.

Key Challenges
  • Legacy code and outdated architecture slowing releases and increasing risk

  • Platform instability impacting operations and client delivery
  • Recurring crashes in Exactuary
  • Slow onboarding due to StateFilings performance bottlenecks
  • Poor License Reporter UX forcing manual workarounds
  • High technical debt with no clear ownership or roadmap from prior vendors

The platforms were deeply tied to the business. Failures caused cascading operational delays. Perr & Knight needed more than just technical help. They needed strategic recovery, long-term planning, and consistent execution.

Our Solution

The engagement began with a rapid technical assessment and architecture review. Our early work revealed system-wide fragility and a lack of governance. Based on this, we structured a phased recovery approach focused on both immediate stability and long-term modernization. This ensured that urgent risks were addressed quickly while also laying the groundwork for sustainable improvements over time.

Cloud BG Case Study

Stabilization

VOLO quickly audited all three core platforms, refactored unstable codebases, and resolved the most critical bugs. By stabilizing key API workflows and user interfaces, we restored business continuity and eliminated frequent outages across StateFilings, License Reporter, and Exactuary.

Rebuild & Modernization

For StateFilings, VOLO stabilized submission and compliance features, released new enterprise-focused capabilities, and enabled real-time telemetry for proactive monitoring and support.

In License Reporter, VOLO re-architected the backend for clean, modular data flows, introduced a role-based, code-first deployment design, and delivered a robust MVP to support the SaaS transition.

For Exactuary, VOLO identified and resolved persistent crash patterns, refactored complex backend logic, and built extensibility layers to enable future feature updates and reliable actuarial automation.

User Experience Transformation

VOLO redesigned user interfaces and workflows, eliminating manual bottlenecks and empowering clients to complete essential regulatory and licensing tasks directly on the platforms. This shift from manual processing to intuitive self-service dramatically improved efficiency, reduced errors, and enabled Perr & Knight’s teams to focus on higher-value priorities. As a result, Perr & Knight can now support a significantly larger client base and handle increased user capacity without compromising on service quality.

Strategic Partnership

Throughout the engagement, VOLO embedded a dedicated, cross-functional team of 40+ professionals, including developers, QA engineers, DevOps, designers, and business analysts with insurance domain knowledge. Our teams worked as an extension of Perr & Knight, managing the full product lifecycle and continuously delivering new improvements through agile sprints, transparent planning, and business-driven priorities.

The Impact

All three core platforms were stabilized and re-architected to support future growth, creating a more reliable foundation for Perr & Knight’s operations. Clients are now able to self-serve on regulatory and licensing tasks with ease, reducing dependency on support teams and improving overall efficiency.

The platforms’ usage capacity has increased fivefold, enabling the business to serve a larger client base without performance issues. In addition, SaaS capabilities were unlocked for both StateFilings and License Reporter, expanding accessibility and flexibility.

To sustain these advancements, over 40 VOLO professionals have been embedded to provide long-term delivery and support.
